I always get "change payment options" when I try to download something via xbox.com.
Though with the link you provided I didn't get that.
Is there some kind of special thing that needs to be done?
It's Microsoft being Microsoft. Using that exact link I did get a Payment warning. Mine was "you have no payment options configured with this account."
Instead of giving them my credit card I downloaded it through my Xbox Dashboard which didn't care.
And considering MS' past billing practices, I doubt the requiring-a-credit-card-for-a-free-download trick is gonna get "fixed" anytime soon.
