Like it isn't obvious

The real reason that the Xbox 360 is the only console without a built in web browser is Microsoft can not make Internet Explorer secure.

I guess it would be embarrassing for Microsoft to install Firefox, Opera or Chrome (or Safari for Coxxorz).

I guess they could always just fix Internet Explorer...

I think it's probably more along the lines of control. I think they don't want us browsing whatever we want and connecting to businesses and services without them getting a cut. Everything through the 360 is a "service" that they make money from in some form or another, and they control the experience 100%.
