American companies can purchase the list and are not bound by the law. Result of a whois indicates that the site WONACONTEST.COM is registered in LA:

The domain currently redirects to a penny auction site registered in Malta and the IP address bound to a server in Panama.
Sounds legit.

I get spam at email addresses I've never used.
I actually had to do a double take on the web address.
That's pretty clever obfuscation, especially with the line break/
