The official Do Not Call List, also known as the Please Call Me Incessantly list.

American companies can purchase the list and are not bound by the law. Result of a whois indicates that the site WONACONTEST.COM is registered in LA:

[edit]Interesting to see that the domain got created at the beginning of May, and the SMS spam started not long after. DDOS anybody?

Oh no, no. They're using "whoisguard" proxy service.

The domain currently redirects to a penny auction site registered in Malta and the IP address bound to a server in Panama.

Sounds legit.
